If a flash fails under Windows, your card might be partially initialized, making it impossible to re-flash from the same OS. But in DOS, you can often boot with a secondary GPU (or integrated graphics) and re-flash a “bricked” card as if nothing happened. Always save your existing BIOS before flashing a new one
