If you don't see a language tab, you may need to edit the local configuration files.

Before we dive into the fix, it helps to understand the problem. Just Cause 2 uses a region-locked language system. Many digital distribution platforms (especially older versions of Steam and third-party retailers) distributed the game under a “CIS” (Commonwealth of Independent States) key. These keys are legitimate but intended for Russian, Ukrainian, and other Eastern European markets. When you activate such a key outside those regions—or even inside them, but you want English—the game forces Russian text and voiceovers.
