The game uses two memory banks. Try dueling one match (lose intentionally), then return to the menu. This forces the save file to refresh. If that fails, the unlocker is incompatible with your version (e.g., EU vs US release).
Many unlockers use a .reg file. Double-click it to automatically update your Windows Registry entries for the KONAMI system folder.
